    Household Leverage and the Deductibility of Home Mortgage Interest: Evidence from UK House Purchasers

    During the last quarter century, mortgage interest deductibility has been gradually phased out. In 1974 a ceiling was set on the size of the mortgage eligible for interest deductibility (œ30,000 since 1983) and, beginning in 1993, the maximum rate at which interest under that ceiling could be deducted was reduced in four steps to zero in 1999. The combination of these changes gives a rich array of different debt tax penalties for different households in different years. We analyze over 117,000 loans originated in the UK during the 1988-91 and 1995-98 periods to finance home purchases. We first estimate a logit to predict whether a household's loan exceeds the œ30,000 ceiling. These predicted probabilities are then employed to construct debt tax penalty variables that are used to explain household LTVs on loans to finance home purchases. The penalty variables depend on the predicted probability of having a loan that exceeds the ceiling, the market mortgage rate, and exogenous household specific tax rates. From these results we compute estimates of the impact of removing deductibility on initial LTVs in the UK and on the weighted average cost of capital for owner-occupied housing. Removal of deductibility is estimated to reduce initial LTVs, which mitigates the rise in the weighted average cost of capital, by about 30 percent, with the reduction varying with household age, loan size (above or below the œ30,000 limit) and tax bracket.

    One of the most significant of global security reassessments is currently underway, driven by Operations IRAQI FREEDOM and Operation ENDURING FREEDOM, continuing technological developments, budget constraints, and the debate associated with the 2005 Quadrennial Defense Review. To provide senior defense leaders with ideas on security transformation, the Strategic Studies Institute has joined with the Belfer Center for Science and International Affairs at Harvard University\u27s John F. Kennedy School of Government to bring together top experts on an annual basis. For the third meeting in this series—held in November 2004—the National Defense University joined as a partner. The informed and free flowing debate at this conference generated a range of frank assessments and creative ideas about the status of security transformation.     This paper reports the findings of a research project that examined the role of training in two government-initiated, economic regeneration programs implemented in Canada and in England. The paper proposes that training programs, especially those found as part of economic development schemes, must be understood within the broader political economy into which economic development programs are introduced. An analysis of economic, policy, and training literature reveals that training often remains unconnected to either economic development or broader policy discussions

Most theories assume reproductive output is a fixed proportion of size, with respect to mass, but formal macroecological tests are lacking. Management based on that assumption risks underestimating the contribution of larger mothers to replenishment, hindering sustainable harvesting. We test this assumption in marine fishes with a phylogenetically controlled meta-analysis of the intraspecific mass scaling of reproductive-energy output. We show that larger mothers reproduce disproportionately more than smaller mothers in not only fecundity but also total reproductive energy. Our results reset much of the theory on how reproduction scales with size and suggest that larger mothers contribute disproportionately to population replenishment. Global change and overharvesting cause fish sizes to decline; our results provide quantitative estimates of how these declines affect fisheries and ecosystem-level productivity.Centre for Geometric Biology, Monash Universit

    CodeVA Elementary Coaches Academy : Impact of Computer Science Implementation in K-5

    Abstract This study investigated the impact of CodeVA’s elementary coach’s academy (ECA) on computer science implementation in elementary schools across the state of Virginia. The research took a multimethod qualitative and quantitative approach through surveys, focus groups, interviews and observations of ECA coaches and participants, along with the analysis of historical data provided by CodeVA. The capstone research questions were: “What is the impact of the elementary coaches academy?” and “What impacts the effectiveness of CodeVA’s elementary coaches academy?” In general, the data collected suggested that CodeVA has been effective in reaching its intended audience and meeting the needs of cohort participants, but there is still room for improvement. The review of the data resulted in five overarching anchors being identified that produced the following recommendations: “ use evidenced based coaching models to increase impact”; “utilize adult learning principles to create specific professional development”; “create a more structured professional learning community for ECA”; “improve advanced communication of ECA professional development opportunities” and “create a cache of resources to improve outside access to information for facilitators and coaches of the ECA” Keywords: CodeVA, computer science, elementary coaches academ

    Temperature effects on mass-scaling exponents in colonial animals: a manipulative test

Whether these drivers act independently on individual‐level metabolic rates remains uncertain. Most studies of intraspecific scaling of unitary organisms must rely on preexisting differences in size to examine its relationship with metabolic rate, thereby potentially confounding size‐correlated traits (e.g., age, nutrition) with size, which can affect metabolic rate. Here, we use a size manipulation approach to test whether metabolic mass scaling and temperature dependence interact in four species (two phyla) of colonial marine invertebrates. Size manipulation in colonial organisms allows tests of how ecological processes (e.g., predation) affect individual physiology and consequently population‐ and community‐level energy flux. Body mass and temperature interacted in two species, with one species exhibiting decreased and the other increased mass‐scaling exponents with increasing temperature. The allometric scaling of metabolic rate that we observe in three species contrasts with the isometric scaling of ingestion rates observed in some colonial marine invertebrates. Thus, we suggest that the often observed competitive superiority of colonial over unitary organisms may arise because the difference between energy intake and expenditure increases more strongly with size in colonial organisms.Australian Research Counci

    Improving Dental Experiences by Using Virtual Reality Distraction: A Simulation Study

    Dental anxiety creates significant problems for both patients and the dental profession. Some distraction interventions are already used by healthcare professionals to help patients cope with unpleasant procedures. The present study is novel because it a) builds on evidence that natural scenery is beneficial for patients, and b) uses a Virtual Reality (VR) representation of nature to distract participants. Extending previous work that has investigated pain and anxiety during treatment, c) we also consider the longer term effects in terms of more positive memories of the treatment, building on a cognitive theory of memory (Elaborated Intrusions). Participants (n = 69) took part in a simulated dental experience and were randomly assigned to one of three VR conditions (active vs. passive vs. control). In addition, participants were distinguished into high and low dentally anxious according to a median split resulting in a 362 between-subjects design. VR distraction in a simulated dental context affected memories a week later. The VR distraction had effects not only on concurrent experiences, such as perceived control, but longitudinally upon the vividness of memories after the dental experience had ended. Participants with higher dental anxiety (for whom the dental procedures were presumably more aversive) showed a greater reduction in memory vividness than lower dental-anxiety participants. This study thus suggests that VR distractions can be considered as a relevant intervention for cycles of care in which people’s previous experiences affect their behaviour for future events
